We have just been appointed by our property developer clients to provide construction cost, heating system advice and building project management services for their project in Hemel Hempstead. Our clients own a large office block in this Hertfordshire town and have gained planning permission to convert it into much-needed residential flats.
The office conversion is situated in Hemel Hempstead town centre, close to the railway station and will create new accommodation for fourteen working couples or young families. Each dwelling will contain a kitchen and living area with two bedrooms and two bathrooms. The construction works involve the complete remodelling and refurbishment of the existing 2 storey site, as well as the addition of a third floor to the existing buildings.
CLPM’s cost advice, energy efficiency and heating system advice and building project management teams will all be working together to support our clients. Our brief is to help them establish the best way to heat and manage the plumbing needs of the new flats, carry out a competitive tender for the whole of the building works, and then help project manage the build thereafter.
We will begin by conducting a survey of the existing office building. This will involve reviewing the drawings and other information. We will then undertake to specify the electrical, gas, water and foul drainage systems sufficiently that the building regulations submission can be made and approved. We will liaise with the utilities to establish the capacity of the current (and potential neighbouring) supplies, as this will form a key part of specifying details within the flats. We will work with our client’s architect to integrate the design into drawings that he will produce. The level of detail provided will be sufficient for the building regulations approval, and for a tender process for trades to submit fee proposals to complete the works.
For the tender, we will produce a specification and schedule of works which will then be issued to likely contractors to give accurate costing for the works. Once we have received back the tender returns, the CLPM cost team will then analyse them and help advise the clients on selecting the most appropriate building team to appoint. We will then prepare the building contracts, and project manage in the role of Contract Administrator.
Our energy efficiency and heating advice team are already busy preparing the information for our clients and we hope to be able to complete the design and tenders so that they can go onsite at the beginning of 2018.
